THE CUSTOMER:

Army Product Manager Sets, Kits, Outfits & Tools (PM-SKOT)

Program Executive Office for Combat Support & Combat Service Support (PEO CS&CSS)

THE CHALLENGE:

In 2010 PM-SKOT, in conjunction with PEO CS&CSS required a cost-effective solution to outfit 1,160 Army Firefighters with safer, properly fitted mission-critical equipment. To address the requirement, they formalized a program of record to create, issue, and track Firefighter Individual Requirements Equipment Sets (FIRES) Kits. The goal of the FIRES Kit program was to outfit Army Firefighters in equipment that meets and exceeds NFPA and OSHA safety standards and provide increased readiness for their diverse mission.

ADS subject matter experts worked with our partner supplier network to develop a comprehensive equipment set and create a responsive, efficient supply chain solution that not only met but exceeded PM-SKOT and PEO CS&CSS requirements. The ADS FIRES Kit included everything Army Firefighters require for their mission.


The FIRES Kit is a complex system and called for multiple support functions.

We developed an online instructional training video to educate units and soldiers on the proper procedures for collecting individual measurements and an online ordering tool.


This simple approach provided quick and efficient order submissions directly to PM-SKOT for approval and significantly reduced order errors related to mis-sized components.

Managing the complete supply chain for PM-SCOT, we warehoused all kit components providing a just-in-time order fulfillment process.

As unit orders were submitted, our expert kitting teams assembled each kit into individual load-out bags and containers.

All component serial numbers were recorded and delivered to PM-SKOT to address life cycle support requirements.

Each individual kit was consolidated into weather resistant TRICONs for delivery and unit-level storage.

PM-SKOT also set out to reduce Army Firefighter’s cost of readiness through better tracking of their issued equipment and by taking advantage of volume procurement for future requirements.

Our contracting experts developed a procurement strategy that not only addressed PM-SKOT’s initial purchase requirements but will also support sustainment efforts long after their initial requirement was met.

As a result, ADS worked with PM-SKOT to sustain and fulfill requirements for additional FIRES Kits.
