SeaPort Enhanced Multiple Award Contract
SeaPort-e offers a full range of professional, technical and administrative services in support of the United States Navy and United States Marine Corps
The SeaPort-e portal provides a standardized means of issuing competitive solicitations amongst a large and diverse community of approved contractors, as well as a platform for awarding and managing performance-based task orders. This unified approach allows SeaPort-e service procurement teams to leverage their best work products, practices, and approaches across the Navy’s critical service business sector.
SEAPORT-E TASK ORDERS
The SeaPort-e contract is an Indefinite Delivery / Indefinite Quantity (IDIQ) vehicle designed to be executed through the issuance of Task Orders using the 22 functional areas within the Statement of Work. Several Task Order types are available individually or in a cost-plus or fixed-price combination:
- Cost-Plus Fixed Fee (Completion or Term)
- Cost-Plus Incentive Fee
- Cost-Plus Award Fee
- Firm Fixed-Price
- Fixed-Price Incentive
SeaPort-e is organized geographically, by zones, which include the 50 United States.
To be eligible for inclusion in a particular zone, a SeaPort-e prime or team member must have a physical presence within the zone. ADS currently provides a variety of logistical, engineering, technical, and management support services in all of the seven zones.
- Zone 1 – Northeast
- Zone 2 – National Capital
- Zone 3 – Mid Atlantic
- Zone 4 – Gulf Coast

Dynamic Integrated Services is a SDVOSB certified company offering cutting-edge services to enhance or supplement their existing IT capabilities. KRT has a team of highly trained and experienced technicians that customize shipboard solutions to meet customer needs. KRT is a full service provider (tank cleaning, painting, fire watches, and shipboard maintenance) for marine, industrial, government and commercial businesses.

Osage of Virginia, Inc. is a Native American-owned, woman-owned, Small Disadvantaged, 8(a) certified company provides program management, environmental consulting, and technical and administrative support services. OSAGE is also an authorized, Virginia Class ‘A’ Environmental Services, Environmental Monitoring Well and Highway / Heavy Contractor. Technical capabilities include project management, construction, professional support, technical and engineering services, and management consulting in support of government and commercial sector customers. SEK graduated from the 8(a) program and has helped to develop issuing, inventory management, and logistical support systems for the U.S. Naval School for Explosive Ordinance Disposal, the Pentagon Police Force Agency, and CENTCOM. SEK has also manufactured prototype items for the U.S. Army’s 160th Special Operations Aviation Regiment and the U.S. Marine Corps Systems Command. SEK has benefited from working closely with its customers to provide mission critical support and regularly meets with its customers to evaluate best practices and to resolve any concerns in order to exceed expectations.
Superior Marine Solutions (SMS)
SMS is a SDVOSB with an executive team totaling more than 100 years combined experience directing life cycle maintenance and sustainment programs for U.S. Navy Submarine and Surface Ships, USCG, MSC, FMS, and other DoD vessels, shore sites and training facilities. SMS has expertise acting as an on-site representative, providing research, development, test and evaluation, fleet support, life cycle management, in-service engineering, logistics, and other technical support. SMS’ corporate headquarters is located in Hampton, VA and includes two warehousing facilities and a Field Service office in Norfolk, VA, just outside the gates of the Unites States’ largest naval installation.
T-Solutions, Inc. was founded in March, 2002 and is a woman, veteran owned small business headquartered in Chesapeake, VA; with a West Coast office located in San Diego, CA. The company specializes in providing senior level logistics and maintenance management to both commercial and government customers worldwide. T-Solutions’ 110 employees are located in Bahrain, Egypt, Italy, Hawaii, Japan, and 6 nationwide locations. In the near term, T-Solutions will have personnel in the Philippines, Portugal, Saudi Arabia, Spain and Singapore. T-Solutions’ core competencies include: 1) management of life-cycle maintenance and engineering processes; 2) reliability centered maintenance (RCM) process implementation, facilitation, training and program management; 3) root cause analysis (RCA); 4) integrated logistics support; and 5) life-cycle asset management. Specific tasking will depend on the individual Task Orders and direction from the Prime Contractor.

Zero Point’s Training services are also available to provide both classroom and practical, multi-phase instruction for EOD Forces.

QUALITY ASSURANCE PROGRAM
ADS’ Quality Assurance process is based on the International Organization for Standardization (ISO) 9001 quality management system. This methodology guides total team performance toward achieving high-quality, consistent project execution. ISO provides the framework for management, administration and control across a diverse set of requirements — without hindering execution effectiveness. The process outlined in the following steps captures the overarching framework for high-quality project control:
- Analysis of capabilities the customer requires
- Design quality control mechanisms that measure how well our technical and operational approaches support the target objectives and maintain quality standards
- Implementation of the solution set and task execution
- Evaluate the degree of success in our results and re-insert them into the implementation stage with required corrections or improvements
- Perform continuous surveillance and audits of all stages to maintain program fidelity
ADS’ Quality Assurance Plan (QAP) ensures the delivery of products and services that meet or exceed the required performance levels at competitive costs throughout the contract. For each service contract, ADS develops a tailored QAP that defines and implements the necessary procedures and quality control activities necessary to monitor the contract, including quality objectives and identifying the responsible personnel. The QAP emphasizes incorporating quality and repeatability during program execution. ADS’ implementation of the QAP begins by hiring high-quality, experienced and motivated employees. Our experience has shown that leveraging industry standards and practices, such as the Project Management Institute’s Body of Knowledge principles as part of our QAP, ensures we provide the best quality products and services and achieve the most successful execution for our customers.
In contracts requiring subcontractor services, ADS as the prime contractor retains full responsibility for all contract execution. Our subcontractors must comply with our program management processes and subcontract requirements. These processes encompass all elements necessary for effective program and project management and ensure the highest level of quality is incorporated into each contract we manage and every task we perform. By using this common framework for all contracts and orders, ADS provides consistent management and high-quality performance, regardless of the integrated team members performing the management, technical or functional work. ADS trains all program managers (PM) and other employees on our program management approach.
